Government sector specialist Rashid Bashir is set to take the helm of Deloitte Consulting in the Middle East from the beginning of next year. He succeeds retiring company veteran Tim Parr.
The Middle East arm of professional services firm Deloitte has appointed MENA public sector leader and chief strategy officer Rashid Bashir to take over as the CEO of its consulting practice from the beginning of next year.
Incumbent consulting CEO, Tim Parr, who has been with the firm for close to four decades, is set to enter retirement. Bashir has been based out of Deloitte’s Abu Dhabi office for the past decade.
“I am delighted to be appointed as the CEO for Deloitte Consulting in the Middle East,” Bashir stated. “My vision is to make Deloitte Consulting the destination of choice for the best talent, the preferred partner for transformations across sectors, and an undisputed market leader in the region. The creativity and innovation we offer will enable and drive forward the socio-economic transformation happening across the region.”
First joining the firm in London in 2004 following a stint as head of policy and economics with the South East England Development Agency, Bashir would spend five years leading Deloitte UK’s Policy Economic practice before transferring with the firm to the UAE as a partner and head of Deloitte Consulting in Abu Dhabi.
He then took on the strategy practice lead role upon Deloitte’s acquisition of the Monitor Group in 2013.
Now, after having overseen the firm’s regional Government and Public Services practice for the past six and a half years, Bashir will succeed Parr as Deloitte Consulting CEO from January 1st. Deloitte Consulting in essence spans three firms: namesake Deloitte Consulting (management consulting), Monitor Deloitte (strategy consulting), and Deloitte Digital (digital, technology and creative services).
Bashir will also continue his client-facing role – he advises on large-scale government projects across the GCC, having amassed significant experience in complex policy areas such as economic growth, job creation, education, innovation and entrepreneurship.
“In the last five years, under the leadership of Tim, the consulting business has witnessed substantial growth in all areas including talent, client base and offerings,” commented Deloitte Middle East CEO Mutasem Dajani. “Rashid has played a critical role in delivering our strategy, and I am confident he will bring his vision for the business, understanding of the market and his passion for our people and clients to his new role.”
Parr first joined Deloitte in the UK in 1985 before later moving to the Middle East. During his time at the firm, Parr established and served as Deloitte’s Capital Projects global leader for a decade, specialised in advising clients on large-scale infrastructure works and complex organisational transformations. Career highlights include work with Oxford University on leadership development and supporting the 2012 London Olympics.
Meanwhile, Bashir expressed his own vision: “Against a backdrop of constant change, be it climate, technological or economic, governments will continue to transform. Our ambition is to become the largest consulting practice in the region, nurturing the national talent and serving our clients with distinction.”
