Sia Partners has promoted UAE-based team member Cesar Moukarzel to managing director.

With over 12 years of experience in the consulting industry across different parts of the world, Cesar Moukarzel is a leader in the Government and Public Policy practices of Sia Partners.

Moukarzel specialises in strategic planning and execution, project management, innovation, performance management, incentives management, information technology and social responsibility.

The newly appointed managing director (the level below associate partner at Sia Partners) has been with the consulting firm since the spring of 2017, when he joined homegrown management consultancy ShiftIN Partners. A year post his arrival, ShiftIN Partners became part of Sia Partners.

Notable engagements Moukarzel recently led include leading a public service evaluation program in cooperation with the United Nations, helping several Arab governments with the development of smart government programs, and helping public entities with implementing best practice sustainability initiatives.

Moukarzel’s track record includes serving clients across the GCC, wider MENA region (mainly Egypt) and South East Asia. Prior to joining Sia Partners, he spent close to four years with Tatweej where he setup and led academy and excellence programs, three years at French-origin management consultancy Renoir Consulting, and had a brief stint with Lebanese conglomerate INDEVCO Group.

A graduate from the American University of Beirut, Moukarzel later on completed a Masters in Strategy & Innovation at the Saïd Business School and is currently pursuing his Doctorate at the Université Paris Dauphine (the only higher education institution in France that is both a ‘grande école’ and a university).

Founded in 1999, Sia Partners currently has 2,400 consultants working from 35+ offices in around 20 countries. The Paris-headquartered group has been on a strong growth trajectory over the past years, in part thanks to a buy-and-build campaign focused on the markets of US, Canada, France and the United Kingdom.
