East Sussex County Council has chosen to work with Infosys to help implement Oracle Cloud Fusion Applications Suite. This will be a blow to Unit4, which won a deal at Surrey County Council to replace the SAP solution earlier this year. The councils had a joint procurement framework for their SAP ERP that both are now replacing with different solutions.
What is the project?
The original tender was £25 million though the announcement does not specify how much each party will receive. However, East Sussex will replace its existing solution with Oracle solutions for finance, HR and procurement. The list of applications includes:
Oracle Fusion Cloud Enterprise Resource Planning (ERP)
Oracle Fusion Cloud Procurement
Oracle Fusion Cloud Enterprise Performance Management (EPM)
Oracle Fusion Cloud Human Capital Management (HCM)

East Sussex Council has chosen to go with a larger vendor with a wider range of applications than many competitors. Importantly the Fusion Application Suite is a fully-meshed set of applications. In Infosys, it has selected an experience. It recently completed the digital transformation of Brent Council with Oracle ERP & HCM Cloud.

Good news for both Oracle, Infosys and their partnership. Guy Armstrong, Senior Vice President of Applications, Oracle UK and Ireland, commented, “Government organizations like East Sussex County Council are taking on expanded and more complex remits while having to be more resource-efficient—do more with less—and meet higher service expectations from their residents. With Oracle Fusion Applications, the Council now has an integrated business platform that can help it meet both its current and future needs, and better service its staff and residents.”
However, the hard work is just beginning. There is no indication when the project will complete. When it does so, both companies will hope to have another council become a customer advocate.
